What were Robert Borden's disappointments as Prime Minister(1911-1920)?

I am doing Civics pamphlet and I need three disappointments on Robert Borden as the Prime Minister of Canada from 1911-1920. I have two already: Prohibition Law, which banned the consumption of alcohol and Income War Tax of 1917. I need one more though. CAN YOU PLEASE HELP ME ??
