Does the fact that Gitmo remains operational prove that Obama is a liar and non transparent?

No, it proves that Congress is too spineless to allow the transfer of detainees to federal maximum security prisons. Prisons that ALREADY house terrorists such as those that were convicted of bombing the World Trade Center in 1993. If he cannot move the detainees to prisons because Congress won't allow it, then how can he close GITMO?
