A neighbor-hood delinquent isn't paying me back for graffiti.?

A few months back this retarded 8th grader decided to go on a rampage by spray painting my neighbor-hoods cars/garage doors. A couple months ago he came to my house telling me he was ordered to pay back for the damage done to my $200 tire cover of my honda cr-v. My father however is friends with his grandpa and stupidly had mentioned that the kid drinks alcohol illegal of course. I don't have hard evidence but I've seen him with booze and weed plenty of times. So as a result his grandfather had went to my door asking for my father and started yelling at him and told the delinquent to not pay me back anymore. It's been 3 months since that day. I really want a new tire cover, and the police already have him on file so should I just go to police telling them that the kid hasn't paid me back yet?
